Pursuant to 28 U.S.C. § 1291, notice is hereby given that plaintiffs Headwaters Inc. and Oregon Natural Resources Council Action, Inc. appeal to the Ninth Circuit of the United States Court of Appeals from the final order of the Court dismissing plaintiffs’ claims entered on the 15^th day of March, 1999. The original order dismissing plaintiffs’ claims was entered on February 1, 1999.
